Which route to use

• Phone is fastest for a jurisdiction question — whether this office is even the right one — and for inspection scheduling where no portal exists.
• Email is better for anything you may need in writing later: a scope interpretation, an exemption question, a correction dispute.
• The counter still matters for older paper records and for owner-builder declarations, which many offices will not accept remotely.
